Yes, you read that headline correctly; although actually the lots are really only $39.95 each. The lots are being sold by Lo’ihi Development Co. in Hawaii. What’s the catch? They are located 3,000 feet below sea level on an underwater volcano. Well.. on the bright side you don’t need to take out a mortgage.

…you cant sell underwater ground… its mankinds heritage by law for atleast 40 years by now (there are some exceptions, but even if you do buy it, you still cant build there cos there are even more laws against that)
you should search on UNCLOS if you acctually want to be bothered with such details as why/how, but in reality: its a scam
